CHALLENGES TO THE HEALTH SYSTEM THROUGH THE HUMAN RESOURCES FOCUS, Galinka Pavlova

Abstract: Covid pandemic once again brought to focus the unresolved problems with the 
deficit and imbalance in the distribution of medical professionals. The objective is to 
introduce the importance of the human factor for the effective functioning of healthcare.. 
Results: Pronounced deepening tendencies for aging of medical professionals, intensified 
migration processes, presence of shortage of or disappearing specialties and significant 
disproportions in the assurance at regional level, medical establishments and specialties. The 
human resources status has a negative impact on those working in the system, patients and 
public healthcare. Conclusion: The lack of visionaries and political consensus, followed by 
short-term and non-strategic planning, are the reason for the existing and deepening 
challenges in the healthcare system, including the human factor status. The implementation of 
a national Strategy for their management will minimize some of these problems, and ensure 
assurance and predictability, as well as the personal perspective of healthcare workers.
